Meets Standards
A straightforward instrument of appropriate diameter and material. The measurement gradations are legible. The base is stable on level ground. Truncation is observed at the manufacturing level. The Society has no reservations.
The Mk. IV represents a modest improvement over the Mk. III, which was not submitted for certification and is not recognized by the Society. The meniscus visibility at low light conditions remains a point of ongoing discussion within the Calibration Standards Subcommittee. A determination is expected in the next annex.

The Coastal Observer, Series 7

Meets Standards
Designed for high-precipitation coastal environments. The wider collection aperture was initially a point of concern — the Society does not generally favor aperture deviation from convention — but field testing confirmed accurate volumetric conversion. The manufacturer provided a signed statement on their position regarding rounding. It was acceptable.

The tipping bucket mechanism raises questions the Society has not yet resolved to its satisfaction. Specifically: at what point does the bucket tip, and does the value recorded represent the precipitation that caused the tip or the precipitation since the last tip. The manufacturer has been asked to respond in writing. No response has been received. The matter will be addressed at the next quarterly meeting.

Does Not Meet Standards
The decorative frog affixed to the exterior of the collection tube serves no instrumental purpose and was interpreted by the Society as an indication of the manufacturer's broader priorities. The measurement gradations are printed rather than etched. The base is decorative. The instrument rounds to the nearest quarter inch. The Society considered this at length and reached a clear determination.

Submission
Manufacturers wishing to submit an instrument for certification should contact the Society by email with a description of the instrument, its measurement range, material composition, and a written statement of the applicant's position on rounding. Instruments with decorative elements will be reviewed with additional scrutiny.
Certification review takes place quarterly. Submissions received after the quarterly deadline will be held for the following cycle. The Society does not expedite.
